The saga begins at the Tribunal gathering held at Mummolides in the Normandy Tribunal, on the Ides of March in the Year of Our Lord 1220.
The Tribunal was called to discuss a proposal by the Magi of Mummolides that a new Covenant be established in the Normandy Tribunal, taking the current membership to 13 Covenants. Word of this having been spread across the Order by the Redcaps, Magi from other Tribunals visited Mummolides as observers of the voting, some hoping to become members of the new Covenant.
Tribunal business began with the public resolution of a number of bouts of Certamen, followed by rulings on judgments between Tribunal Covenants:
Reneus Taurus ex Tauro Candido introduced maga Saskia ex Prisco in Rheno, who had been enjoined by the Rhine Tribunal to present herself to the Quæsitores, and to make explanation to the Order as to the events and activities at Priscus. Having previously presented herself to the magi of Objurgator, Saskia summarized her account, and made a formal surrender of the sigilla of several magi who had passed into Final Twilight.
Pratus Viridis scholæ Guernici presented the findings [1] of the Quæsitores investigations into the affair.
Maga Saskia registered her formal resignation from Covenant Priscus, and stated that she had been accepted into Taurus Candidus; Magus Reneus proposed a vote that the Tribunal recognise her membership in the Tribunal immediately. This motion was carried narrowly and Maga Saskia was admitted to the Tribunal.
Finally the Tribunal debated the main proposal that the Tribunal be extended by the addition of a new Covenant. Elaboratus scholæ Criamonis made the proposal and the reasons House Criamon had for proposing the motion... Elementus scholæ Mercereris had written a description of a site that had been found suitable for such a founding, in the Brittany peninsula within the Forêt de Lorge.
The debate on this motion split the Tribunal on familiar lines, with the more conservative magi resisting the suggestion and stating objections, and the more progressive magi supporting expansion of the Tribunal. At the final tally of votes, there were 32 sigilla registered in favour, and 27 against. The Tribunal thus rules that the Covenant may be formed, and calls for applicants to stand forward.
Of those at Tribunal, magi Joachus ex Septem Montibus, Saskia ex Tauro Candido [2] (ex Prisco in Rheno) and Speranda ex Castellaris in Iberia stood forward before the Tribunal disbanded.
